Operant Conditioning to Achieve Voter Expectations

Operant conditioning is a term used to describe the idea that people can be trained by reward and punishment. So how do we use this concept to increase fiscal responsibility in Elgin? Because politicians make the rules, they must be trained to make good ones. Politicians care about reelection…a lot.
